The General Direction of Public Function, Public Administrations and Quality presents the preliminary sketch of modification of the Law of Public Function in the Board of Negotiation of the Public Employees

The general director of Public Function, Public Administrations and Quality of the Services, Núria Riera, has met|gathered with the Board of Negotiation of the Public Employees to set them forth the preliminary sketch of law that modifies the Law 3/2007 of Public Function. The unions that shape this board are: CCOO, UGT, STEI-i, CSIF and FSES.

The text that has exposed itself|himself to the board of negotiation is the result of the modifications made to|in the preliminary sketch, once that the allegations shown|presented during the phase of public exhibition|exposure (12.325 allegations have in total been shown|presented) have been analyzed. In the Board of Negotiation, of the 5 representative unions, FSES have voted for the preliminary sketch of law, while the rest|subtraction (4) has voted for it against.

The text presented to the unions is the one that he|she|it put on to|in public exhibition|exposure on the 27th December of 2011, with some modifications: In first place, two transitory disposals|dispositions (the second and the third) that they establish have been added there that as long as the exigible levels of Catalan knowledge to occupy the  places do not determine, in the relation|relationship of jobs, that they have the information as a main function and the attention to the public will not be able to require the certification of any level of Catalan from itself|herself (except in the clear case of the linguistic advisors or places in which it|he|she is that its|his|her|their function is of attention to the public). This will be like this during a year, to to count since these regulations comes into force. Along this time|weather the administration of the Autonomous Community of the Balearic Islands as well as the local entities and the public companies that depend on it, have to describe its|his|her|their relation|relationship of places of work, the characteristics and functions of each job (as the additional fourth disposal|disposition says, that it|she is also new).

To facilitate this task, since not all the local entities and entities of the public sector that depend have relation|relationship of work places, these will be able to make it through an agreement adopted for the plenum of the corporation, or in the cases of the entities of the local public sector, for agreement of the organ registered in the professional association of government.

In second place, the final third disposal|disposition, which modifies the law of local policewomen coordination (law 6/2005) so that the Catalan is not a requirement to access in a place of local policeman work, is added to it. The text, however, also says that if the functions of each place motivate it the presentation of a certificate of level will be able to be required and that, in any case, this requirement will have to figure in the relation|relationship of jobs.

During the Board, the general director of Public Function, Public Administrations and Quality of the Services, Núria Riera, has solved the doubts brought up by the several unions and has listened|heard to its|his|her|their requests with the will of negotiation and to be able to attain an agreement. Finally, however, and for juridical motives, the proposal of Law of modification preliminary sketch of the Law of Public Function has agreed with the same written up on this General Direction having presented the representatives of the workers of the public administration.
